I'm desprate for legendaries.
Let's face it, we're ALL desprate for legendaries.
You beaten the elite four, I suppose, and you're on the legendary hunt (as well am I ^_^).
Then, you can't find any..
The one keyword: Patience.

Here are the locations where legendaries are:

The main grass map- I found Metallic Latios here, so there are legendaries here

The ice cave- Arceus, Articuno, Dratinice, Mew, Mewtwo, Suicune, Lugia, Regice

The electric lab- Zapdos, Arceus, Dratinilic, Rayquaza, Raikou

The main brown cave- Latios, Latias, Mew, Mewtwo, Zapdos, Dratinice, Dratinilic, Lugia, Ho-Oh, Arceus, Celebi, Regirock, Regice, Registeel, Regigigas, Groudon, Rayquaza, Jirachi, Deoxys, Uxie, Mesprit, Azelf, Shaymin, Darkrai, Dialga, Palkia, Cresselia, Giratina

The old house- Cressalia, Mew, Mewtwo, Mesprit, Azlef, Uxie, Arceus

The lava map- Heatran, Arceus, Dratinire, Moltres, Ho-Oh

Bodies of water (anywhere)- Kyogre, Phione, Manaphy

Hopefully this helps. Be patient, don't skip from map to map constantly.

GO TO THE FIRE MAP. You get some great pokemon and good odds there (at least since
version 6..)
